БНМАУ-ын Сайд нарын Зөвлөлийн дарга, Ардын Их Хурлын Тэргүүлэгчдийн дарга, Намын Төв Хорооны Ерөнхий нарийн бичгийн даргаар ажиллаж байсан Жамбын Батмөнх нь 1951 онд МУИС-ийг эдийн засагч мэргэжлээр, 1961 онд ЗХУКН-ын Төв Хорооны дэргэдэх Нийгмийн Ухааны Академийг төгсөж, эдийн засгийн ухааны дэд эрдэмтний зэрэг хамгаалсан.
Олон жил их, дээд сургуульд багш, орлогч захирал, захирлын алба хашихдаа дээд боловсролын тогтолцоог төлөвшүүлэх, сургалт, эрдэм шинжилгээний ажлыг боловсронгуй болгоход томоохон хувь нэмэр оруулсан профессор хүн юм.
Ж.Батмөнх 1974-1984 онд Засгийн газрын тэргүүнээр ажиллахдаа үйлдвэрлэлийн үр ашиг чанарыг дээшлүүлэх, төлөвлөлт, удирдлага, материаллаг урамшууллын шинэ системийн үзэл баримтлалыг боловсронгуй болгож, улс ардын аж ахуйн салбаруудад нэвтрүүлэхэд ихээхэн хүчин чармайлт гаргасан. Түүнийг Сайд нарын Зөвлөлийн дарга байх үед манай улс социалист орнуудын хамт “Интеркосмос” программын дагуу сансрын огторгуйг энх тайвны зорилгоор шинжлэн ашиглахад идэвхтэй оролцож, Монгол улсын иргэн Ж.Гүррагчаа сансарт нисэж байжээ.
Ж.Батмөнх нь 1984 онд нам, төрийн тэргүүн болмогц тухайн цаг үе, дэлхийн дахины хөгжлийн хандлага, түүний дотор Монголд ноёрхож байсан дэглэмийн явуургүйг аажмаар ойлгон ухаарч, 1980-аад оны хоёрдугаар хагасаас улс төрийн шинэ сэтгэлгээ, олон ургалч үзэл,ил тод байдал, хүний хүчин зүйлийг идэвхжүүлэх, өөрчлөлт шинэчлэл, ардчиллыг хөгжүүлэх шинэлэг үзэл санааг нам, төрийн бодлого болгон дэвшүүлж байсан юм. Ардчиллын шинэ давлагаа хүчтэй болж, 1990 оны 3 дугаар сарын 7-нд ардчилсан хүчний төлөөлөгчид улс төрийн өлсгөлөн зарлав. Тэд МАХН-ын Төв Хорооны Улс төрийн Товчоог бүрэн бүрэлдэхүүнээрээ огцрохыг шаардахад Ж.Батмөнх уг асуудалд ул суурьтай нухацтай хандаж, “Хүч хэрэглэж хэрхэвч болохгүй” хэмээх хатуу зарчим баримтлан, хэлэлцээрийн ширээнд сууж зөвшилцөлд хүрч байжээ. 1990 оны 3 дугаар сарын 12-нд болсон МАХН-ын Төв Хорооны бүгд хурлаар уг асуудлыг хэлэлцүүлэн МАХН-ын Төв Хорооны Улс төрийн Товчоо бүрэн бүрэлдэхүүнээрээ огцров. Ж.Батмөнхийг АИХ-ын Тэргүүлэгчдийн даргаар үргэлжлүүлэн ажиллахыг санал болгоход хүлээж авалгүй өндөр насныхаа тэтгэвэрт гарсан байна.
